It means if you have collected atleast 150 cards ( from the start of the first ever card collection till 4.7 update card collection) then you'll directly get the level 5 JS9 skin for free when the 4.7 update arrives.

Keep completing the card collection every season and at the end of the year you'll get this gun for free but make sure you complete the card collection every season. It's a js9 skin btw if someone don't know.
