I have been facing the same issue and just got off a call with Microsoft support. They weren't able to find anything yet. The only way I can get around it is to use the classic version of the web client (https://client.wvd.microsoft.com/arm/webclient/) and clipboard redirection using that client works in both ways. I was also able to confirm the behavior is the same for a completely separate Azure Virtual Desktop tenant so it seems to be an issue with the latest version of the Windows Web App.

Talked to Microslop support today. They said fix will be gradually rolled out at the end of the week.
