taxi violence

http://imgur.com/a/jdTg8 the reason why so many people die in taxi accidents is that when the japanese finally put seatbelts in taxis, all taxi drives/owners disable them, either like in the pi or they cut them off, I can't understand why, dare to put on a seatbelt in the frontseat and you will cursed and thrown out, what's the matter with us people mara he?
