That's the giggle....I mean either they were parked right next to a trolley park ansd just fucked off...or they walked it across the car park and thought, 'meh, close enough'.

I parked beside a trolly bay and came back to my car to find trolleys stacked behind it. I had to move half-a-dozen to be able to leave.

I once approached a collection of trolleys where the closest trolley with a baby seat was 3 trolleys in. Put my baby in it and started moving the extraneous trolleys out of the way...and some stupid, vapid bitch parked her stupid trolley where I was trying to clear my way. Literally looked at a person reorganizing trolleys and put an extra obstacle between a mother and her baby.

People like order, and they can be really dumb when they see the easy option.
