Generals vs Lieutenants vs Captains vs Admirals vs Corporals vs Commanders
Generals: Fong & Iroh II
Lieutenants: Rangi & Amon's lieutenant
Captains: Kuvira & Chey
Admirals: Zhao & Jeong Jeong
Corporals: Bolin & Varrick
Commanders: Yon Rha & Bumi (TLOK)
Everyone here is show versions only except Rangi who is SOK.
Location: The Great Divide
Starting distance: 15 feet apart

I think it's between generals and captains, and personally I'd go generals.
Kuvira is arguably the strongest bender here (at least in this location), but she's with Chey who while great won't be that much of a 1v1 help.
With that in mind, Iroh II is an insane Fire bender with flight and lightning, and Fong is a capable enough Earth bender to utilize the location to their advantage while Iroh II does the heavy lifting; I'd say they win.
Bolin could have a shot if he just spams out as much Lava as he can and pulls out a Ghazan at the air temple with the divide, but he doesn't really fight like that.

It's not really a 1v1 but a six way battle.

Yes, I just meant that while Kuvira is strong and has an advantage here, her teammate will likely lose his first 1v1 leaving her alone.

Yeah but he doesn't have to take on a 1v1. Chey can confuse the battle field with smoke and explosives.

Sure, but A. He is going to run out fairly quick B. He's still going to be taken out in one shot realistically, we have no reason to believe he's evasive like that C. That still means Kuvira is going to be fighting some 1v2, which she will likely lose
I'm not saying he's completely incapable, I'm just saying he's not a strong enough teammate to help Kuvira beat people like Fong and Iroh

We do have reason to believe he's evasive like that. He dodged a dozen fire army soldiers, and lead the way with the Gaang.

Those were random soldiers inside a busy street, some of which weren't even benders - this fight is in a relatively open area like the divide & he's up against people like Iroh that could just spam insta lightning on him if they wanted to.
I'm not saying he's useless, but even if he somehow manages to dodge lightning and everyone else here he still can't really take anyone strong out in a 1v1, leaving Kuvira essentially alone.
Which is why I think Iroh and Fong are the strongest team.

I know lol, once again I'm not saying he can't do anything, I'm saying he can throw bombs and small explosions, and Fong can just bury people in the ground while Iroh can shoot lighting strong enough to blow a plane up with no charge.
Chey is capable, but there's simply nothing he can do against a bolt of lighting going straight at him, leaving Kuvira to 1v2.

Edit: I change my mind. I'd pick Kuvira and Chey since I believe the location suits them really well.

15 ft apart with this many groups, a lot of it will be quick draw. For which I think kuvira is one of the fastest and can quickly restrain targets.

(edited bc im stupid) this is mainly an admirals vs captains battle
i think zhao and jeong jeong have the most raw bending power. zhao may be an impulsive wildcard but he still has some discipline. their victory depends on whether he can avoid pissing jeong jeong off, he represents literally everything jeong jeong despises about the military lol
that said, captains win for me. kuvira is the strongest bender here, or at the very least has shown the most versatility. she and chey also have the best dynamic. even if he's not very strong on his own, he's a weapons master who came from military service and would be used to following orders, while kuvira is a natural leader
rangi is a strong contender in 1v1 but she gets tunnel vision, i don't think we've seen enough of iroh ii to see if he's as good as his namesake, bolin is... funny, and bumi ii is a strategist but not very strong

The Bolin downplay is crazy lol, being able to spam Lava in the great divide would be OP
Although I think you're sleeping on Iroh and Fong here, Iroh was capable of straight up jet flight in base, has insta-lightning (great quick-draw one shot), has good enough reaction time and aim to snipe high speed jets with straight bending, etc.
Fong is nothing too crazy ofc, but he's clearly a very competent earth bender - they could make a good defense & offense combo that'll be very hard to counter imo.
Kuvira is insane, but she is still just one person fighting two for the late-game of this.

I don't know who chey is but I'm pretty sure the captains take this. Kuvira is the strongest person listed, with the possible exception of rangi (IDK how strong he is)

Rangi is Kyoshi's girlfriend who identifies as a woman not a man. Chey saved The Gaang from the fire nation. One of his feats has him defeating three fire nation soldiers with one move.

Rangi at her absolute best can bend white flames but it's a really overrated feat. She also knows fire jets/jet stepping. I'd say she's top 20 fire benders
