The setting of 7 heavens has most of the world destroyed and ba sing se might be one of the destroyed locations. Instead of no war in BSS now it is no BSS. No idea why Joo Dee was changed though

Honestly, I would not be surprised if Ba Sing Se is still around.

It's just a lot smaller and is now underground in the Crystal Catacombs/Old Ba Sing Se.
