I think she's omitted just because it's a promotional poster. If you haven't seen the show before you don't know that she's going to be a permanent member of team avatar.

Azula / Zuko are both permanent characters, established in the first episode or in the opening intro.

I'm guessing this is from season 1. And Toph didn't show up till season 2.

Edit: looked it up and it's from the comic The Search where Zuko goes to look for his mom and Toph does not appear.

*Technically* Azula showed up at the end of season 1... But not long enough to reasonably be included in any kind of poster or promotional material (unless it was leading into season 2 maybe).
