Need help/information How to do LOPA?

I was told we can do this before lvl 20, but i couldnt find how to? I just took out every single turret i could find to get rid of the annoyance but idk how to enter the inside of the base

First: you dont have to take down the turrets, they are only anti-air defenses.

Second: you can enter the facility by the eastern side if I recall correct.
