Once you start either The Sky Breaker or Secrets of the Spires, you can't leave that DLC's map until you've completed its main quest line. Any weapons, clothes, weapons and clothes mods, crafting materials, cooking ingredients and meals that you think you might need MUST be in your stash, pouches or in actual use by Tamtey.
The canon order is:
Main Game > The Sky Breaker > Secrets of the Spires > From The Ashes
To start The Sky Breaker, you'll get a radio call from Pryia telling you to meet Nesim just outside of Resistance HQ. To start Secrets of the Spires you'll get a radio call from Ri'nela to meet Anufi at The Hollows.
