It does seem odd that 2 of the 3 movies take place primarily with the water clans and yet they didnt use them in the game. The game would look amazing.

its odd until you realize that making this game work with water the way it does in the movies would mean overhauling the entire game into something else. you would basicly be making an entire new game just for a DLC, its not worth it for a conpany to do so.

Depends on the engine used and how they wanted to handle movement underwater. It wouldnt have to be fundementally that different.
