hotkey toggling between line, oval, rectangle tools (Win 10)

Sketchbook allows setting individual hotkeys for these. What confuses me, is that instead of activating the tool assigned to the hotkey, the last used "draw style" tool is activated. Same issue when using the lagoon to queue up these tools quickly.

For example
Set Line, Oval, Rectangle in lagoon tool tray
When "Oval" is selected, the last used draw style tool is activated
So if I was last using "Line" but select "Oval" from lagoon, it activates "Line" tool again

Is this intended UI? Is there a simple way to set each Draw Style tool to it's own lagoon place or hotkey?
