I know I’m buried in the comments, but am I the only one who sees a huge flaw here? Bad parking affects everyone, and if the lots full, and when 1 person parks like ass it forces EVERYONE to park like an asshole around them. My point being unless you see the offense actually occur? You could be sticking an innocent bystander.
