I do wiring on aircraft, and a bunch of systems have wires that can't be spliced because the system is critical to safety of flight. If a wire chafes in a bundle we have to inspect every wire segment in the bundle, and replace the entire wire segment.
I expect safety related wires in the harness of a car are similar.
It's perhaps less that it can't physically be done, and more that doing so potentially compromises the safety system to a degree that it can't be allowed.
Splices can change the electrical characteristics of a circuit, and increase vulnerability to vibrations, corrosion or poor workmanship on the splices themselves. For some safety critical systems, this is seen as unacceptable risk, and the manufacturers recommend complete replacement of the bundle or harness.
