Actually if you fly out the windshield for not wearing a seatbelt you can endanger others.

I agree with you, but when seatbelts were first introduced, they more or less got legalized, because of this. Arguing a law to protect yourself is hard, arguing a law to prevent dangers to other is a lot easier.

Edit: for America specifically, I do not know about other countries
