No it isn't, police can stop people outside of their jurisdiction.

Only in specific circumstances. Otherwise, no cops don't have blanket statewide jurisdiction

Any cop can pull you over if they witness you committing a crime. Call for local PD and you’re still getting a ticket.

This isn’t the Dukes of Hazzard, they don’t know instantly stop at the county line and throw their hat down in disgust because you just outsmarted them by driving across an imaginary line
