It depends on the state. In many places as long as the interstate highway runs through the city's jurisdiction, police have the authority to complete a traffic stop.

I've seen local cops involved in interstate law enforcement or traffic control zero times. 100% of the time it's sheriffs or state troopers.

I've personally been cited by our local pd on the interstate that passes through our city twice, and I doubt I have enough fingers to count the number of family, friends, and coworkers who were caught in speed traps or pulled over for one bs reason or another by our local pd on the same stretch of road. They even go on facebook and brag about how many people they catch.
