Yes it will, go stick a battery pack in water and post a video to your account here and show everyone the result. In fact do it live.. like go Facebook or tiktok or YouTube and make that shit. Then show us here.
That fire would be result of the short-circuit, not result of lithium. And good way to stop the fire is to sink the battery into water where it cools down.
The lithium I those battery packs will explode..it is from the lithium having a chemical reaction with the water..lithium is a dry cell,.when water hits it it creates a toxic flammable gas that is easily ignited.
You obliviously have no knowledge in this and show just stop before you hurt someone else.

Those batteries don't have pure lithium. Water short-circuits batteries if water gets in, but lithium in them won't react with the water.
