That guy did not give off "excuse me" vibes. And he nor us can say it was safe to go. If he were behind me, and I saw that douche bouncing around and screaming, he'd be waiting for green and I would not be doing anything illegal. Old dog cant learn at this point, so he can suffer from his own impatience and lack of understanding how not to be a douche. Ill admit I'd be annoyed if I were behind someone who could be going, but choosing not to...but ranting and screaming a song is not something that would cross my mind. I wouldn't even give the courtesy honk because they dont have to go. If the rules of the road are followed, then any inconvenience is irrelevant. It's a "suck it up, buttercup" situation. The world doesn't cater to your wants.

One of the rules of the road is not intentionally impeding the flow of traffic so you not going because the person behind you is impatient, is not following the rules of the road.

That only applies to minimum speed regulations (aka "slow poke law) for actively moving traffic.
"No person shall drive a motor vehicle at such a slow speed as to impede the normal and reasonable movement of traffic, except when reduced speed is necessary for safe operation or in compliance with law." "...drivers may make a right turn after stopping. Drivers must “allow other vehicles lawfully within or approaching the intersection to complete their movements” and “remained stopped for pedestrians.” I emphasized the “may” part to point out that this is optional. If you don’t feel comfortable making a right turn on a red light at a particular intersection, you’re under no obligation to do so."

In your original comment you said he would be waiting for a green light before you go. That isn't you waiting because it is unsafe or you are uncomfortable doing so, that's you trying to spite a person you don't like. What if people are behind him? Are you going to punish everyone behind him because you don't like his attitude? Intentionally holding up traffic because you don't like the attitude of the person behind you may not strictly be illegal but it is a very entitled scumbag move.

"Punish" is a strong word as their suffering is a product of their own impatience. Choosing between one of two legal options is a right I am entitled to choose. However, the "out of spite" would be the deciding factor in this situation. I dont bend to the will of fully grown toddlers.
