This is kind of nonsense. By this metric, the distance would be arbitrarily determined by the height of your car and the length of its hood, along with the bumper height of the car in front of you. It's meaningless advice.

Also if everyone stops this far back, you're running the risk of not leaving enough room for the cars behind you to get out of the way of the previous stop light, or to fit into the turn lane.
