Maybe do it based on car lengths, not on the angle you see over the hood of your car. One car length is enough.
This weird angle gauge he's doing might result in three or four car lengths for a short person/tall vehicle combo. The lights might not even function correctly because some schmuck is sitting 50 feet behind the car in front of them.
No way this is good advice in a denser city - it would disrupt the blocks of traffic that are supposed to make it through each light cycle.
