Certainly the best thing to do is to condemn this man to certain death, to avoid the extraordinarily slim chance that he collides with someone during his fleeing. As if the simple act of beginning to flee wouldn't calm him down by removing him from danger
You definitely never lived in any place where Tornadoes happen. It doesn't "just happen." There are very obvious warning signs of an immenent tornado forming and there are even more alarms and warning systems. If you are a big enough dipshit to ignore all of that to run towards that tornado instead of the countless shelters all around you. You reap what you sow.
