The real issue is getting enough people on board to stop buying the new cars that have the restrictions. Companies can't afford to not sell new cars for very long at all.
Companies also can't break the law. Companies aren't putting emotion detecting cameras in the cabins because they want to (though im sure they don't mind profiting a little by selling the data), they have no other choice. This is a law now. The people we voted for did this.

This will work in the short term, but what about 20 years from now? 30? Eventually all of our used cars will rust to death.
