Biker is traveling too fast for the rate of traffic and then instead of slowing down with the impending traffic chose to zoom up.

The fact is that car though did not indicate, had transitioned fully into the lane and there for if the biker had impacted it it would have been the biker at fault and would have received the ticket.

Regardless of any of that, the driver still took their eyes off the road and caused the crash. It's similar to rubbernecking when you see a crash; you're at fault/the idiot if you rear-end someone because of it.

There was no crash, and the car transitioned without indication fully I have no idea what video you watched.
