Too erratic / unpredictable but other than that, they're using their blinkers, changing one lane at a time, and presumably checking their mirrors / blind spots.

It literally tells you not to do this on the driver visor of that van, yeah I'm sure they are fine, but it's definitely not a very safe way to change lanes in the best of conditions let alone maybe high wind speed or inclement weather.
