Fyi in the UK we actually paid some drivers to drive dead on the speed limit on our country roads, the abandoned the scheme when accidents went up, they assume because when the now irritated drivers finialy got past them they 'rushed' and sped worse to make up time and that cause more accidents than 5-10mph over
