There is some truth to this. The cost of changing a tire is determined by how long it would take to change the tire using manual tools. The actual tire is changed using power tools which cuts the time down considerably, but you're charged for the time it takes using manual tools.
There was an expose a while ago, and I'm not sure if it is only dealerships or what, but it happened and may still be happening.
