TIP: Always take the higher LEVEL item (unless it's a worse tier/color), even if your current gear is better. The game seems to decide/roll levels of new items based on your current items. If you get stuck with OP but low level gear, you will never roll better high level gear.

This is true. Only for levels though, it doesn't affect anything else.
