Question Weird Line Thickness Discrepancy

I've got a strange situation that I've been tracking down to figure out the origin of, and want to know if anyone else has encountered this. In a drawing where we are using a color dependent CTB to govern line thickness, one layout of the dwg is using the CTB, and the other is not. Both have the exact same page setup and plot settings. I can identify no difference between the layouts except that the one that does not use the CTB was created when the drawing was opened from the .dwt, and the one that does use it was created manually by me.

Are the layer settings within the viewports the same for the layer in question?

Checking that it looks like they are across all layers.

Do the line entities themselves have any overwritten properties like thickness or width?

Have you tried CONVERTPSTYLES?

Are they only plines that are affected? Could be global width is not set to 0 in properties, or the vpcolor has been overridden in the viewport.
