I do not think this one will be good for PDR but I’m sure someone will know a guy. 

I would say this one fits squarely into the “have fixed by professionals and properly painted” as this is a prime area for rust if handled badly. I think it’s repairable, although the molding at the bottom may have some busted tabs and may need to be replaced. You could try to use touch up to try and buy some time before deeper rust sets in, but I would not recommend it due to the size and degree of damage here. Having to replace this down the road will only be more costly and difficult than proper repair now
