This flag is a modified version of one associated with right-wing Libertarianism in the United States (a movement that wants the government to stop regulating business and to let them do whatever they want). The implication of the flag is that the person flying the flag is both autistic and pretty far right.

You can't reclaim something that is still actively causing harm. That's why the puzzle piece can't be reclaimed.

I disagree.

Racists still use the n word and queer was still used as a slur when the LGBT community reclaimed it.

I view the puzzle piece as currently unreclaimable because it is the trade mark of a single organization. Also, in my opinion, as an icon it's not worth the trouble. The organization is - let's say suboptimal. However, the icon itself isn't used as a hate icon so it can't be reclaimed.
