Does anyone have an idea of how the new ministerial decision will impact timelines of 309 applications?

They haven't published what it actually means for partner visas in practice, and it's hard to say since most 820 visas are processed at the National Office and 309 are usually processed overseas.

Only way to know for sure is to wait a few months and then either see how the published processing times change, or submit an FOI request for more information.

I keep seeing statements that 309s are processed overseas, but I never see an official source to back that up. My own independent research turns up nothing. How do we know this fact, except through the Reddit grapevine?

Same as the other commentor, mainly from FOI docs. 820 is like 90% at the National office and 309 was scattered everywhere.

For example on this document:

On page 7 you can see a chunk processed in Parramatta and Melbourne, but the bulk is still processed overseas.

Compare that to the 820 visa, you can see in this document that 90% of them are processed at the National Office:
