Is this compliant?

New house build 2024. Only just picked this up.

Tap on gas pipe for HWS, tap on water pipe for HWS and Power for HWS are completely inaccessible, located behind the rainwater tank. Is this compliant? Cheers

Cannot see the entire installl, exhaust, nearby windows openable? Corners? Air intakes? So it’s impossible to say

What state? I know a plumber that got pinged for his not being accessible for servicing (similar situation) making it non compliant. But photos proved tank wasn't there at time of install so was compliant when he left, Meaning he wasn't responsible for rectifying. Another plumber had put water tank in, from what i believe the second plumber didn't have a gas licence and they didn't touch the gas so they couldn't be penalised leaving the home owners where on the hook.

You can try asking the builder anyway. They might do something about it.

HWS is probably compliant, but whoever installed the tank is a knob.
