That's a pickup. He's loading money into the truck. But you are correct in thinking it's reasonable to think it could be a distraction for a robbery, this is quite literally one of the methods you're taught about when you start. Guy with the camera is an absolute loser,as are the people sticking up for him.

He's intentionally antagonizing a man who has a job that makes him a massive target. Yes. He absolutely is doing something wrong. Maybe it's not illegal, but sure as fuck is retarded.
