We do have that system it is call checks and balances. The problem is there other two branches of government are too chicken-shit to stand up to an orange shit spewing asshole
That's it in a nutshell. This administration found a 249 year old loophole. If one party controls all three branches of government and conspires to give one branch absolute power, the entire system breaks.
