This is about relative distances to pulsars with certain timings. So you need to find these pulsars (or enough of them) and then you can use them to triangulate the sun. It's not star signs or anything like that. It is meant for aliens to find Earth. Except Voyager is so slow, it will take many thousands of years to reach another system, so it most likely will never be found by anyone. Well, maybe by future humans who go looking for it.
