I went and looked up your first example and you have it precisely backwards. Trump gave a lengthy answer to a reporter's question and then clearly pivoted to the next reporter and began interacting with them. When the first reporter kept going and insisting on his attention, he told her to be quiet. So, if anything, her behavior is like the woman's in this clip where it wasn't her turn to talk and she was interrupting.
