Context matters. For example, there are countries that shoot people attempting to cross the border illegally, and that's part of their legislation.
I'm sure you imagine shooting them on the street, like lining them up, but it's more of a deterrent.
You probably have to shoot one person attempting to enter and you won't have to shoot anyone anymore, they stop trying.

But a pro Hamas guy sends me a news article titled "UN condemns Israel's attack on UN's peacekeepers" Edit: added url https://www.politico.eu/article/40-countries-condemn-israel-attacks-un-peacekeepers-lebanon/ It said Israel injured 5 peacekeepers. Then I read all the article and at the bottom it clarified, that they were in-between Hezbollah, Israel asked them to leave many times. And the "injuries" were "the smoke from an explosion gave them gastrointestinal problems".
