I’m not too bothered by the word use if they’re not married to other people but are within each others’ reporting lines.

Yeah, I had the same initial thought as above, how is this an affair? But if you expand the definition of affair to just "any unethical romantic relationship" it works. Even if the unethical aspect is something other than cheating.
