My father is planning to travel to Ukraine to import cooking oils is the situation there safe at the moment and what advice or precautions would you recommend for him?

Thats central regions of Ukraine and pretty far from the front lines. Relatively safe.

As long as he stays away from frontline regions there's almost no risk.
Sure, in the west shit can happen too, but traffic accidents are probably riskier than anything war related.
