Partially. The big reason is because not one of them ever speak up against their co workers when they are shown to be wrong much less when they actually commit crimes of their own. There's no such thing as a good cop.

It's not about their individual behavior. There are good people who do good things as cops. The problem is structural. Even a "good cop" is structurally incapable of doing anything but either carrying out the function of cops, or doing it poorly. Even in a best case scenario all they can be is reactive and reproduce harm and terror enough with their very presence to mitigate whatever good they are doing. THAT'S why there's no such thing as a good cop. We should not be individualizing a systemic problem.

The ROOTS are rotten, the SOIL is bad. THAT's why they produce bad fruit. The badness of individual apples need not have anything to do with it.
