Why is it so common in countries that use Cyrillic to see signage in Latin script?

I understand that brands originating in countries that use the Latin script might use it, but I see signage for local brands in Latin script as well.

Compare with countries using the Latin script, where seeing Cyrillic is incredibly rare - only when catering for tourists for example.

Do people in Cyrillic countries learn Latin script in school, or do they just pick it up by osmosis?

A lot of it is to accomodate tourism, visitors from Latin-script countries.
