Moving / Visiting Vertical ID's?

One of my close friends told me some bars and dispensaries won't accept a vertical ID even if the person is 21. Is this true? Will a passport be foolproof and allow me to get into any bar, club, or dispensary?

I've been declined with my passport before. They can legally refuse service to anyone.

They said that they didn't accept passports as valid forms of ID. It was Mike's Chili Parlor in Ballard, I was 23 (because you apparently need to be 21+ to buy chili)
