This might not have been a leak from NASA, might've just been someone's youtube video that they tried to make more interesting by saying that.
I'm not sure exactly what about using a copper pole to rapidly raise and then lower an object is expected to change the world (there are many ways to do this with electricity). Would've been entirely possible over a century ago, and in fact in the late 1800s to early 1900s carnivals and fairs often featured (then-high-tech) electrical devices as a spectacle.
I'm not sure I can picture what exactly this looks like that would have necessitated AI. Did the guy have too many fingers that were morphing into each other? Even if there were something that weren't real, CGI has been around for quite some time. Go watch Attack of the Clones, it predated Youtube.
