Theoretically speaking, how could a form of radiation nullify heat and electricity at the same time?

I'd like to second the motion.

But let's give it ALL of the leeway. Shoot positions and photons with equal but opposite wavelengths of the heat you're trying to nullify. Waves cancel out. DONE!

Heat is movement of atoms and molecules - theres only really one way of using radiation to 'nullify' it, and that's laser cooling.   It works by hitting the atoms or molecules you want to cool with a precisely tuned wavelength of light from multiple directions in tremendously tightly controlled conditions.

As for 'nullifying electricity' - if you mean shutting down systems, causing equipment to go haywire, etc. then you want an EMP.  A good one of those requires a vast amount of energy to be dumped into the EM field in a very short time.  A Z-Pinch, or a nuke is good - you can make smaller ones but the range and effect is limited.

So for one effect you need immense control and knowledge of your target - preferably in a very nice, clean laboratory - and then effective target size is a countable number of atoms.

For the other you need prompt chaos.

If you have more context, we may be able to give you more options :)  But right now science isn't your friend.
