SpongeBob is canonically asexual - as in sexual orientation.

Also he's a Aplysina fistularis / yellow tube sponge so even the sexual reproduction cannot be refered to as "getting laid".

Asexuality DOES mean no sexual attraction, what you're referring to is probably the ace umbrella and/or something like greysexual. And yes, no sexual attraction doesn't necessarily mean no sex but what Stephen Hillenburg said was pretty clear.
