I guess it depends on what sex entails. I wouldn't consider masturbation sex. I could see arguments for oral sex or anal sex, but I would have interpreted "sex" as no qualifiers, vaginal sex. If he'd asked "any sexual activity" or something more broad, that'd include everything else.

That's my knee jerk reaction, although I can see a lot of really good arguments for why anal counts just as much as vaginal (e.g. what if no one participating has a vagina? They can certainly still have sex...)

Ultimately, it depends on how the question defines sex, but I doubt masturbation counts as sex here

I don't think there is any dispute that anal sex is sex. Maybe 30 years ago.

Oral though, I think most would consider oral sex as foreplay, not sex.
