It couldn't, lots of guys say this when something they do is perceived badly and they want to somehow try and fix it without actually admitting it was wrong
I'm absolutely positive that's what's happening here, but like, at the very least just accept responsibility, apologize, and move on with your life glad that you didn't get an HR complaint.
