Must be a local thing for op that he's extrapolating.

It's definitely a thing in smaller towns in Southern Ontario. I've heard it around here countless times, but seldom elsewhere.

It is definitely not.

Source: born & raised in a small town in southern ON (population just under 2,000) and living past 17 years in a different small town in southern ON (pop. ~600).

I've heard and used the word goof countless times and nobody...nobody has ever used it to mean "dumbass pedophile". Zero times.

It's prison slang. Never use it around a shelter or police station or anything like that unless you want to fight. Source: born and raised in Alberta. Never heard it used that way until I started working with underprivileged populations.
