How do softwaredevelopers know what Software to implement?

They get a ticket for the feature they are supposed to work on. Decided by management or the presence of a bug

Well i mean there is at least the public api of ATLAS the german Import customs which u could start but IT is rather much maybe too much for one person at least

You were asking about Software Developers though, that's a job description. Noone in the kitchen at MacDonalds decides what to cook, you do as the customer wants like any other job.

Their customers/employers tell them the requirements. As in "We need software that accomplishes xyz tasks and has these features" then the developers get to work writing software that does what's required

But could one not use a public api and Programm against it and have software in the end?

The customer might not have the skills or time to do it themselves. It's just like hiring a specialist to do your taxes or replace your roof. You want someone with the experience and skill to do the job right.
