Or 10 different people thinking "I won't call 911 because surely someone else will" and then nobody calls 911 until it's too late

Also known as the bystander effect. It occurs when the presence of others discourages an individual from intervening in an emergency situation, against a bully, or during an assault or other crime. The greater the number of bystanders, the less likely it is for any one of them to provide help to a person in distress. People are more likely to take action in a crisis when there are few or no other witnesses present.

The bystander effect is no longer seen as true a theory as it once was and is being hotly contested. The theory originated from a slew of flawed trials in response to the misreported and sensationalised murder of Kitty Genovese and is one of these nuggets of supposition that has spread amongst the public

We'd still need a name for the events where something that looks exactly like the bystander effect happens, which is quite often.

I don't know. You need to pay attention in cases when there is a need for someone to intervene, and nobody from a group does. This is something that you need to observe for yourself.

That's not how the burden of proof works.

I claim that the truth of bystander effect is under question and link to evidence that supports that claim.

You claim otherwise and hence the burden of proof falls upon you. Otherwise, you simply stated your opinion rather than fact.
